TEA confirms textbooks will be delayed TEA doesn't expect books by the first week of school, which begins Aug. 24. The likely arrival date according to the agency is sometime in September. The new ordering system is a result of the creation of the instructional materials allotment, which was part of Senate Bill 6 and passed during the special session. Previously, districts have ordered books from the state and the state paid the bill. Now each district will be provided with an instructional materials allotment they can use to buy books and other instructional materials. Current orders for books and replacements should not be affected. Any later requests, however, are likely to be delayed. The state is holding off on submitting new orders until after Aug. 1.

CaTE COURSES Since new instructional material for the CTE courses will not be available to districts for several years, the Texas Education Agency is allowing districts to request CTE materials that were adopted in 2003 under Proclamation 2001 that correspond to the new courses. Please use the attached list (updated May 2010) to determine whether currently-adopted materials are suitable for use with the new courses. This information will also be available at http://ritter.tea.state.tx.us/textbooks/announcements.
OUT OF ADOPTION Districts
may start sending out the out-of-adoption textbooks to charitable organizations.
However, please make sure that you retain enough materials to meet your summer
school requirements. Chuck

Thanks for your question concerning readoptions. We are not 100% certain what materials will be adopted over the next several years. The SBOE has approved an adoption cycle; but changes may be made as needed. If the board does adopt Spelling, Handwriting, and Science, we would simply ask them to cancel the readoption contracts for those subject areas. We have done that before and if needed, we would cancel readoption contracts again. Chuck Mayo
SURPLUS BOOK SHIPMENTS Some districts have received surplus shipments that contain titles that are worn-out. NEVER SHIP BOOKS THAT ARE WORN-OUT! Districts that receive worn-out titles from other districts have been instructed to reject the worn-out titles and have the school district that shipped the materials pay for the return of these titles back to their district. When shipping surplus materials to other school districts, contact UPS for shipments weighing under 150 pounds and Central Freight for shipments weighing over 150 pounds. Contact UPS at 800-742-5877, tell them you have a return service label and give them the tracking number(s). Contact Central Freight at 800-782-5036 and make sure you provide one or more copies of the Bill of Lading (BOL) to the driver. Please include a packing list in each box.

Local Board of Trustees Certification Form Click here for the Local Board of Trustees Certification form (LBOT) for school year 2010-11 due on or before April 1, 2010. The LBOT is different than in years past. Each district will certify more than just their district’s local selections. They will also certify that their district will requisition at a minimum a classroom set of State Board of Education (SBOE)-adopted textbooks in each subject and grade level for subjects adopted under Proclamation 2010. Districts will also certify that they will provide each student with instructional materials that cover all of the essential knowledge and skills (TEKS) adopted by the SBOE for that subject and grade level. Finally, districts will certify that if they purchase supplemental textbooks with textbook credits that the supplemental textbooks, in combination with other textbooks, will cover the TEKS identified by the SBOE for the subject and grade level for which the district or school is requisitioning the supplemental textbooks. IMET: MIDCYCLE 2010 PROCLAMATION
STAAR to Replace TAKS Commissioner of Education Robert Scott announced January 26 that the next generation of student tests will be called the State of Texas Assessments of Academic Readiness or STAAR.
The new tests will be used beginning with the 2011-2012 school year. Students in the graduating class of 2015, who are currently in seventh grade, will be the first students who must meet the end-of-course testing requirements, as well as pass their classes, in order to earn a diploma. The new tests will be significantly more rigorous than previous tests, and will measure a child’s performance as well as academic growth. The grade 3-8 STAAR tests in reading and mathematics, by law, must be linked from grade to grade to performance expectations for the English III and Algebra II end-of-course assessments. During a speech at the Texas Association of School Administrators’ Midwinter Conference in Austin, Scott also said the last TAKS-based school accountability ratings will be issued in 2011. Ratings will be suspended in 2012 while a new accountability system is developed and the new state rating system will debut in 2013
