OKs Proclamation timing

The State Board of Education on Friday (Jan. 27) approved a new schedule for putting updated instructional materials into Texas classrooms.

The new schedule comes in the wake of the Legislature's passage of Senate Bill 6, which overhauled the ordering and processing of instructional materials. By adopting the schedule, the SBOE begins the process for issuing a Proclamation 2014, for materials in Science (K-12), Math (K-8) and Technology Applications.

With the state's ongoing fiscal crisis, Proclamation 2014 will be the first call for new materials since a Midcycle 2011 proclamation that called for health and Career and Technical Education materials. Those midcycle materials, which were in electronic format, were made available to schools beginning last fall. Proclamation 2014 materials are expected to be available, as the name indicates, when schools open in 2014.

TEA staff projections put the 2013-2014 cost of materials, both new and from continuing contracts, at more than $828 million. SB6 set aside half of the proceeds from the Permanent School Fund Distribution to the Instructional Materials Fund, divided among local schools. However, the Legislature could change its mind and use the funds on other education expenditures.

The proclamation schedule could be further complicated by changing buying habits as a result of Senate Bill 6.

In other action, the SBOE passed on first reading amendments to Chapter 66 of the Texas Administrative Code. Chapter 66 contains many of the rules related to the adoption of instructional materials by the state and the purchase by local districts. The passage on first reading opens a window for public review and comment prior to final passage, expected in April.
